Who is the best singer/lyricist ever?
Hard to choose for obvious reasons. I would have to go with my main man Jim Morrison for his clear interpretation of love amongst other things but yeah. Hmmm.

Probably Ronnie James Dio
Roger Waters
He has got nothing on Gil Scott-Heron.
I have to say the king of lyrics goes to Eyedea aka Michael Larsen. He packs soooo many words into such deep, coherent and well thought out stories that I have to nominate him. Not only was he a speed poet (and rap battle champion), but he had a message in every song, the likes of which I've never heard from Rush, Jim Morrison, Hendrix, Freddy Murcury or ANY rapper for that matter. He's not a typical sound so don't judge him by his music, it's only background noise.
Nirvana's Cobain, and TooL's Maynard. Reznor comes in pretty close, too.
In terms of great singer and great lyricist (in the same person) there are very few, people talk about Jim Morrison and Nick Drake but that all seems a little sixth form poetry to me that said I still love their records. Both Bob Dylan and Morrissey are a cut above just about anyone else in terms of their writing, however they are not great singers in a classical sense. I can think of very few people that manage both, Townes Van Zandt in the confines of Americana folk and Marvin Gaye in soul context, Van Zandt's "Our Mother The Mountain" and Gaye's "What's Going On" are both lyrically stylish and fabulously sung.
The only artist I who is both great singer and great lyricist is Scott Walker, is series of solo albums released in the late 60's contain some of the most spellbinding lyrics and perfect singing, "Scott 3" and "Scott 4" are lyrically ahead of just about anything and are well worth listen regardless of whatever genre of music you prefer.
